That's an Irish national flag, while the one on the left shows the Red Hand of Ulster, so I would guess the picture is in Northern Ireland somewhere.

The colours on the top flag aren't very clear; it's the Ulster flag that gives a clue.

 

And incidentally, that particular flag has not been used officially since the 1970s so it may be a very old picture, possibly of some sectarian event rather than anything to do with Guy Fawkes.
