What this actually is, is a join?..... This forms part of the weld during the tyres construction and once the tyre is inflated the join "inverts" making the tyre look like it has a bulge either side. Tyre law is if the sidewall bulges out then the construction is damaged, if it inverts then it's a join since positive air pressure cannot invert a damaged sidewall.
