Yep absolutely.
Someone somewhere must have entered the wrong data. (Or was given it to enter) as the dispatch system would have flagged it. We have a similar system over here. -
They've increased the height now to 12"4' so they call it the 11foot8+8 bridge now. It all they could do without changing the supports.

If it doesn't track on the surface it strikes, (allow current flow laterally) then the strike will show as round with the highest charge in the centre.
You can see where a fork has arced to the gutter strip and tracked as it hasn't conduction as well.

I would say lightening strike but there's usually more burn around it.

I suspect it came off the transporter rather than the driver doing a wheelie or speeding over a bump.

The driver was taking it around the block and suddenly felt warm apparently. Doesn't say how it started though.
