Rear tyres stepping

I noticed the other day that the outside of my rear tyres are stepped, not sure how long it's been like this, but not a major problem because it is not making any audible noises.

 

My question is, how does this occur? In theory, this is a bit of a phenomenon to myself. I can understand uneven lateral wear, but not horizontal.

Assume the toe on the tyre is slightly toed in, then the tyre compresses on the road with a slight lateral twist, the effect adds friction to the leading edge rather than the entire tread confining the wear. Each block of tread is independent and different sizes, this means the scrubbing wear will be different for each size of block, historically the smaller blocks will wear more than the bigger one's.
