I don't know if it's the same road but there are a few like this on our way to Norfolk and they're really dodgy. You can't expect to pull out in front of a car travelling at speed unless you know you have the acceleration to pull away quick enough. Even then you shouldn't really be chancing it. I have a feeling the pug driver wasn't paying attention enough as there was enough room so they could've swerved round.

Looking at the video timings and the road junction...

 

You'd expect the Morgan driver to pull across the junction and wait in the central reservation, then when there was a suitable gap continue onto the opposite carriageway and pull away. From the time he could and should've stopped in the central reservation (0.09) to the time of the collision (0.11) you have 2 seconds to react to a situation you're not expecting. And that's being generous. If you take the time that the Morgan actually pulls completely into the carriageway then you have even less reaction time. Bear in mind at the point that happens you hit the brakes, and you'd have to be pretty on the ball to assess the situation, get off the brakes, and pull past onto a hatched area of the carriageway to avoid the unexpected car in front of you.

I don't think the Peugeot driver could reasonably be expected to put that into action just because the Morgan driver made a bad decision.
